Societies, ecosystems and countries are increasingly affected by extreme weather events and slow-onset climatic changes. In particular, fragile states affected by conflict, violence and humanitarian crises leave the population no room for maneuver to protect themselves from such disasters and risks. Due to the negative correlation between socio-economic and political challenges, around 58% of the people killed by disasters have lived in one of the 30 most fragile states in the world.
Through Disaster Risk Management (DRM) the implementation of disaster prevention and the goal of risk reduction are supported. Vulnerability is a central reference point for the DRM approaches and refers to the state or capacity of an individual or a community to be sensitive to external shocks and stress factors and to have difficulties in coping with them or adapting to them. Community-based Disaster Risk Management (CBDRM) helps to better address the links between local development and resilience to disaster risks. With this approach, communities analyze, monitor, and evaluate the risks, based on which they identify and finally reduce their vulnerabilities and enhance their capacities together with NGOs and/or government institutions.
