Development cooperation aims at facilitating social change, even in projects that focus on technical measures. Many projects and programmes achieve results (effects, outcome, impact) on different levels, not all of which have been intended in the planning phase. Especially unexpected change is not easily captured by conventional methodologies of planning, monitoring, and evaluation.
