Development cooperation aims at facilitating social change, even in projects that focus on technical measures. Many projects and programmes achieve results (effects, outcome, impact) on different levels, not all of which have been intended in the planning phase. Especially unexpected change is not easily captured by conventional methodologies of planning, monitoring, and evaluation. Therefore many institutions of development cooperation have set off to systematically observe and analyse the effects of their work.
 
In addition to methodological knowhow, the analysis of such effects has to be based on sound sectoral and regional knowledge. Wherever possible, FAKT therefore cooperates with local experts and composes teams of consultants with complementing perspectives and competencies.
