Endline Survey of Participatory Local Governance Programme Pakistan
Following the 2010 constitutional amendment and provincial local government acts, Pakistan committed to a decentralization agenda. Yet implementation has faced persistent barriers, including insufficient fiscal transfers and weak administrative capacity at the local level. In addition, women, youth, and minorities have often remained excluded from participatory processes, limiting inclusive and needs-based governance governance.
The Participatory Local Governance Programme (PLG) aims to empower local institutions and authorities in KP and Punjab to provide public services according to the needs and priorities of the population.
FAKT conducts an endline survey of the PLG Programme to assess its results, achievements and overall impact. FAKT had already conducted the baseline survey for this programme. Thus, valuable synergies can be created and the situation at the beginning of the intervention and at the end can be compared.
FAKT Services
- Design survey based on the baseline study’s methodological approach to ensure data comparability
- Create retrospective baselines through targeted qualitative methods, in the case outputs were changed or indicators updated during the PLG Programme’s implementation
- Collaboration with national partner, Wijdan, for the data collection, and brief training of enumerators
- Data collection using digital tools (KoBo) to increase efficiency, enhance quality control, and ensure data security.
- Data cleaning and analysis
- Develop recommendations based on survey findings to inform innovation and future adaptations.
