Evaluation of South East Asia Regional Project

AWO works in Germany in social work. As part of its development wing, it runs a regional project in South East Asia supporting social development through local NGOs. FAKT was commissioned to evaluate that project across two countries.

The challenge was to evaluate five projects of five partner organizations in two countries in less than three weeks. This required an intensive engagement during the few days of visit. Understanding was helped much when the staff of the NGO developed with the consultants a non-linear theory of change: a causal diagram. From the first day, staff and evaluators learned together. Much was learned about change and its causes through the use of Tiny Tools, especially Trend Analysis in communities.
