Mid-Term Evaluations of the International Climate Initiative (IKI)
The International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation, Nu-clear Safety and Consumer Protection (BMUV) started funding climate and biodiversity related projects in 2008. Since then, IKI has developed into a central instrument of German climate and biodiversity finance. The IKI subjects all projects with a large financial volume to a mid-term evaluation (MTE). For this, ZUG created a pool of companies who will carry out MTEs for up to 17 projects over a period of up to four years. The offer for this pool was drafted on the basis of three projects, which were evaluated in 2023 by FAKT.
Project evaluations conducted so far:
- Strengthening the blue economy of the Western Indian Ocean through integration of ecosystem services and effective biodiversity conservation” implemented in Kenya, Tanzania and the Seychelles by the Nature Conservancy (TNC) and International Commonwealth Scientific and Industrial Research Organisation (CSIRO).
- “Large-scale Forest Landscape Restoration in Africa (AREECA)” implemented in Cameroon, Rwanda, Kenya, Malawi by GIZ in cooperation with the Food and Agriculture Organisation (FAO), the United Nations Development Programme (UNDP), the World Wide Fund for Nature (WWF), the World Resources Institute (WRI) and the International Union for Conservation of Nature (IUCN).
- Joint evaluation of the projects “Enabling Long-Term Defossilisation Pathways through Power-to-X (PtX Pathways)” and “Building a global knowledge and exchange platform for PtX (PtX Dialogue)” as part of the International PtX Hub implemented in Argentina, Kenya, Morocco, South Africa by GIZ.
- Joint evaluation of the projects “Securing ecological connectivity of high conservation value areas in Bhutan” implemented by World Wide Fund for Nature (WWF) and Tarayana Foundation (TF) and “Developing ecosystem-based solutions for managing biodiversity landscape in Bhutan” implemented by the Royal Society for Protection of Nature (RSPN).
- “COOL UP – Scaling up sustainable COOLing in the Middle East” implemented in Egypt, Jordan, Lebanon and Turkey by Guidehouse Germany, Frankfurt School of Finance & Management gGmbH, Institut für Luft- und Kältetechnik gemeinnützige Gesellschaft (ILK Dresden), Öko-Recherche, Regional Center for Renewable Energy and Energy Efficiency (RCREEE), and United Nations Development Programme (UNDP).
- “Leading the United Nations Decade on Ecosystem Restoration 2021–2030: A Multi-Partner Trust Fund to Mobilize Global Action” implemented by United Nations Environment Programme (UN Environment), Center for International Forestry Research (CIFOR), Food and Agriculture Organization of the United Nations (FAO), International Union for Conservation of Nature and Natural Resources (IUCN), and United Nations Development Programme (UNDP).
- “Living Lakes – Strategies to protect the biodiversity of aquatic ecosystems” implemented in Cambodia, Colombia, India, Malawi, Mexico, Peru, Philippines, Rwanda, South Africa, Sri Lanka by the Global Nature Fund (GNF).
- “Fostering fiscal policy for climate change in Latin America and the Caribbean” implemented in 21 countries in Latin America by the Inter-American Development Bank (IDB).

- Implementation of a theory-based evaluation founded on a mixed-method approach including qualitative and quantitative aspects using the principles of contribution analysis.
- Data collection tools include: reconstruction of the Theory of Change (ToC), stakeholder mapping, document review, key informant interviews, focus group discussions (FGD) both online and face-to-face, online surveys, field visits with participatory data collection tools.
- Process management and communication to support the strong formative character of the Mid-Term Evaluation.
- Overall coordination and backstopping of the evaluation process with ZUG and the project team.
